The prime visiting hours are from 4:30pm to 6:30pm and have slightly higher priced prices for these slots.
The non-prime visiting hours are from 9am to 6pm and then from 7 pm to 7:30pm.

The View at the Palm tickets give you access to the observation deck for 30 minutes.
Upgrade your tickets to sunrise tickets or high tea tickets to get 1 hour access to the observation deck.
Weekends tend to be more crowded than weekdays in general. However, the deck usually has very few people early in the morning till noon. Sunset times can get further crowded with the tickets also priced higher, but you get the bang for your buck with spectacular golden hour views of the Palm Jumeirah.

Peak tourist season in Dubai is during the winter and spring seasons (November to March). Crowds are at their highest at this time, but the clear skies also lend the best views of the the city. It can also get quite cold at the top during the winter, so keep a jacket handy. While it's possible for you to visit Dubai in the summer as well (June to August), do carry sun protection and take the VIP lounge upgrade to remain indoors.
