Prime vs non-prime hours: If you are looking for a quiet time with minimal crowds, you should visit during the week, especially in the mornings or afternoons, before 4pm.
If you want to catch a sunset, you can visit between 4:30pm and 6:30pm (prime hours). There will be a crowd but the view will make up for it.
Peak vs low season: During the peak season (from October to March), you can expect pleasant temperatures perfect for enjoying the outdoor observation deck. However, you can expect larger crowds and potentially longer wait times. The low season (April to September) sees fewer crowds and potentially shorter wait times. The weather can get very hot and sunny during this time.

Prime hours, between 04:00 PM to 07:00 PM offer spectacular sunset views and are definitely worth a visit. However, this is when you'll find larger crowds. If you're looking for smaller crowds, ideally visit during weekdays during non-prime hours, which is between 10:00 AM to 03:30 PM and 07:30 PM to closing.
